If you have earned a PhD in Economics, Agricultural Economics or Natural Resource Economics, and you wish to conduct research that will enhanced livelihoods and improve resource management in developing countries, you could be the person we are looking for. We seek a highly motivated postdoctoral fellow to study the farm-level and regional economics of water use in agriculture, with the goal of contributing to policy discussions in national and international forums. Your work with IWMI will involve such topics as water pricing and allocation, economic incentives, water rights, governance structures, and the potential risks and rewards to farm-level investments in irrigation.
You will be involved in the study of the economics of groundwater use, both spatially and over time, and analyze policy options for improving groundwater management. You will also contribute to our understanding of the risks and rewards to investments in rainfed agriculture in Asia and sub-Saharan Africa, where IWMI conducts most of its research. We will ask you also to assist in developing and applying hydro-economic models to examine questions involving regional and international water resource issues.

The International Water Management Institute (IWMI) seeks applications for the position of agricultural water management specialist to be based in Pretoria, South Africa.
If you possess a PhD in Agricultural Water Management, Water Resources Management, Agroecology, Agricultural Systems, Irrigation Sciences, Natural Resources Management or a related field, and have at least five years experience carrying out research projects that aim to improve water resources management, agriculture and livelihoods; then this could be the job for you. You will:
- develop, lead and conduct research on topics related to agricultural water management (matching water management interventions to biophysical and social landscape conditions, intensification of production in mixed farming and irrigation systems, institutional and governance issues);

FELLOWSHIPS: Climate Change and African Political Stability
The Climate Change and African Political Stability (CCAPS) program will offer up to three pre-doctoral fellowships for the 2011-2012 academic year. The CCAPS pre-doctoral fellowship program aims to stimulate the development of the next generation of researchers and thought leaders on the topic of climate change and political stability in Africa.
Pre-doctoral fellows are encouraged to present their research within and outside the Center, collaborate on papers or projects with other fellows and faculty, participate in the research activities of CCAPS, attend and take an active role in CCAPS and Strauss Center seminars and conferences, and immerse themselves in the greater University community during their appointment.
CCAPS will consider applicants working on a broad range of topics related to climate change, political stability, and security in Africa. Suitable topics may include, but are not limited to:

EMPLOYMENT: IFAD Senior Rural Development Specialist (LAC)
Under the direct supervision of the Director of the Latin America and Caribbean Division (LAC), the incumbent will:
- Be co-responsible with Country Programme Managers (CPMs) for the design of the Country Programme and Operations Strategies (COSOPs).
- Provide high-level and authoritative advice to CPMs and consultants to ensure quality design of projects.
- Lead the design of annual grant work plans and manage the grant portfolio, including creating and managing processes to facilitate the uptake of lessons learned and sharing these experience with IFAD, its partners and policy makers.
- Provide authoritative advice to CPMs on the design of country-specific policy dialogue processes; design and manage sub-regional, regional and international policy dialogue that is relevant and adds value to the work of LAC at the country level, including interactions with other funding and technical assistance multilaterals and bilaterals.
- Design and manage an integrated Knowledge Management and South-South strategy and work plan for LAC, including the development of effective instruments.
- Support the portfolio review process by providing an overview of regional trends and by analyzing cross-cutting issues and results to generate inputs for strategic or programmatic decisions.
- Represent the LAC Region in relevant internal strategy-setting and policy formulation processes.
- Design and manage a programme of regional and thematic analysis that generates relevant, timely and high-quality inputs for the remaining duties and responsibilities. This includes developing and managing an informal network of strategic partners in the region and elsewhere that can contribute with specialized knowledge and analysis.

The Population Reference Bureau (PRB) is now accepting applications for its 2011-2012 Policy Communication Fellows program. The program is funded by the U.S. Agency for International Development (USAID). It is open to individuals from developing countries currently enrolled in academic institutions in the United States, Canada, and other selected countries, pursuing doctoral programs, and who are between their 3rd and 5th year of studies. Developing-country applicants may be in any field of study but their research focus should be related to one or more of the following:
- Family planning and/or reproductive health (FP/RH), including family planning/HIV integration.
- Maternal and child health (MCH), including family planning/MCH integration.
- Contraceptive use/behavior.
- Population growth.
- Adolescent reproductive health.
- Poverty and health equity.
- Gender issues, including gender-based violence (GBV), early marriage, and male engagement.
- Population, health, and environment interrelations.
The goals of the Policy Fellows program are:
- To understand the process by which research informs the policy environment.
- To learn various ways to communicate findings to policy audiences.
The Policy Fellows Program, initiated in the 1980s, has close to 400 alumni. The program aims to bridge the gap between research findings and the policy development process. While research often has profound policy implications, it must be communicated effectively to a variety of nontechnical audiences in order to have an impact.

The International Food Policy Research Institute (IFPRI) seeks a qualified candidate to serve as a Research Fellow/Senior Research Fellow in the Development Strategies and Governance (DSG) Division. The Fellow will lead and manage: (i) the consolidation and positioning of ReSAKSS as the leading knowledge platform for agricultural policy planning and implementation in Africa; (ii) the full operationalization at country level of the monitoring and evaluation system (M&E) of the Comprehensive Africa Agriculture Development Program (CAADP); (iii) the technical assistance to African countries for the establishment and operation of country Strategy Analysis and Knowledge Support Systems (SAKSS) nodes; and (iv) conduct and manage research to inform agricultural policy planning and implementation in Africa”.
ReSAKSS is a large inter-Center initiative led by International Food policy Research Institute (IFPRI) and has been established to support the implementation of CAADP, a program of the New Partnership for African Development (NEPAD). Three nodes have been set up in Africa at three CGIAR centers in East and Central Africa (International Livestock Research Institute or ILRI, Nairobi), West Africa (International Institute of Tropical Agriculture or IITA, Ibadan), and Southern Africa (jointly between the International Water Management Institute or IWMI and the International Crops Research Institute for Semi Arid Areas or ICRISAT, Pretoria).

CALL FOR PAPERS: The Dubrovnik Conference on Sustainable Development of Energy, Water and Environment Systems
The Dubrovnik Conference on Sustainable Development of Energy, Water and Environment Systems, to be held in 2011 for its 6th consecutive time, is dedicated to the improvement and dissemination of knowledge on methods, policies and technologies for increasing the sustainability of development by de-coupling growth from natural resources and replacing them with knowledge based economy, taking into account its economic, environmental and social pillars, as well as methods for assessing and measuring sustainability of development, regarding energy, transport, water, environment and food production systems and their many combinations. Sustainability being also a perfect field for interdisciplinary and multi-cultural evaluation of complex system, the Dubrovnik Conference has during the 1st decade of the 21st century become a significant venue for researchers in those areas to meet, and originate, discuss, share, and disseminate new ideas.
The papers must report original, previously unpublished findings in the fields of sustainable development of energy, transport, water, food and environment systems. All papers will be reviewed under the direction of the International Scientific Committee by the Scientific Advisory Board. The abstracts and papers must be written in English. The papers with archival value (archival papers), meaning those that contribute significantly to the state of the art and report final results of research, with proper literature review, will be thoroughly reviewed and will be candidates for publication consideration in special issues of several archival journals. The papers that report work in progress, conventional projects without much contribution to the state of the art, and those lacking a thorough literature review, are invited as conference papers, and will receive less stringent review. Authors are invited to offer suggestion on classification of their papers as “archival” or “conference”, when submitting them.

ONLINE RESOURCE: Interactive Online Database of Research Accountability Tools
The One World Trust, with support from the International Development Research Centre, has created an interactive, online database of tools to help organisations conducting policy relevant research become more accountable.
Processes of innovation and research are fundamental to improvements in quality of life and to creating a better society. But to realise these benefits, the quality of research alone is not enough. Organisations engaged in policy-relevant research and innovation must continually take into account and balance the needs of a diverse set of stakeholders: from the intended research users, to their clients and donors, to the research community and the research participants. Responsiveness to all of these is crucial if they are to be legitimate and effective. In this, accountable processes are as important as high quality research products.
The Trust has built the online accountability database to support researchers, campaigners and research managers to think through the way they use evidence to influence policy in an accountable way. The database takes into account that research organisations are increasingly diverse – they are no longer just universities, but private companies, public institutes and non-profit think-tanks. No single accountability model can encompass this diversity.
Instead, the database provides an inventory of over two hundred tools, standards and processes within a broad, overarching accountability framework. With a dynamic interface and several search functions, it allows users to identify aspects of accountability that interests them, and provides ideas to improve their accountability in this context. Each tool is supported by sources and further reading.
The One World Trust also encourages engagement with and discussion on the database content, through allowing users to comment on individual tools, or to submit their own tools, processes and standards for inclusion.
The database is an output of a three-year project titled “Accountability Principles for Research Organisations.” Working with partners across the globe, the project has generated an accountability framework which is sufficiently flexible to apply to many contexts and different organisations.

The ‘Modelling Agarian and Population Dynamics In the Philippines’ (MAPDIP) project is a four-year project starting in January 2011. This project is lead by Nicolas Dendoncker (FUNDP, geography), Sabine Henry (FUNDP, geography) and Marjolein Visser (ULB, agroecology). This project seeks to gain a broad understanding of the current dynamics of deforestation and farming practices in selected areas of the Pantaron range in Mindanao (Philippines) that experience important population changes. The main objective is to understand the interactions between population dynamics, including the different migration waves, and the dynamics of the various farming systems in the area.
In this project, the candidate will characterize the demographical dynamics and analyze the interactions between demography and agricultural systems. This step includes specific surveys (quantitative and community surveys as well as in-depth interviews of the main actors of land use). The candidate will collect and statistically analyze these data and publish the main results in peer-reviewed journals.
Required skills:
- PhD in geography, demography, or any equivalent discipline
- Word, Excel and statistical software. Knowledge of GIS and spatial modeling tools are an asset
- Experience of conducting surveys, interviews, if possible in a developing country.
Position for two years (one year contract renewable once).

The position is part of a scientific domain involving several Cirad research teams working on knowledge production processes, learning processes, collective action and support and governance structures. PUBLICATION: Integrating Non-State Networks and Public International Law in Tropical Forests
A new paper on Global Climate Governance to Enhance Biodiversity & Well-Being: Integrating Non-State Networks and Public International Law in Tropical Forests:
Environmental governance frequently represents a leading edge of global regulation. The climate regime even continues to create new modes of regulation despite a negotiation impasse. These new initiatives, like existing legal approaches to environmental challenges, too often embrace a fragmented view of issue areas that fails to reflect fundamental connections between the objects of regulation. The shortcomings of a state-driven international issue-by-issue approach to global environmental governance have long been obvious in some areas (such as tropical forests), and are becoming ever clearer in others (most notably climate change). Therefore, private networks play an increasingly important role in global environmental governance, as illustrated most directly by forest certification that was developed to fill a gap left by negotiation failures of the 1990s. These prior failures also laid the groundwork for tropical forests to become an object of climate regime regulation, giving rise to one of the most promising and innovative programs for generating a much-needed new approach to global environmental governance more broadly. The reduced emissions from deforestation and degradation (REDD) program holds out the promise of not only reducing greenhouse gas emissions in the forest sector, but also promoting public goods associated with biodiversity and human well-being. Nonetheless, REDD remains incompletely formed and fragile. An over-emphasis on mitigation, which seems likely given REDD’s climate regime origins, may prove self-limiting or even self-defeating for the program. In response to this concern, and the need for greater recognition of issue-linkages in designing global environmental regulation generally, this article proposes a novel hybrid public-private governance approach to REDD that can encourage maximum emissions reductions while also effectively promoting a broad array of benefits for biodiversity and human well-being. In so doing, the article also offers an innovative and generalizable model for combining private market finance and public funding to increase the coherence and effectiveness of global environmental regulation.
EMPLOYMENT: FAO Senior Officer (Land/Soil Resources)
Under the overall guidance of the Director, NRL, and the supervision of the Principal Officer, working closely with other technical officers in the Division, the incumbent will provide leadership, coordination and supervisory support for activities related to land and soil resources development, management and conservation. In particular will:
- lead adequate integration of land and soil issues in the work of other technical units;
- guide - or participate in - periodic assessments and analyses of the land and soil situations and of relevant policies and programmes in member countries;
- provide guidance, technical backstopping and advisory support services for the design and implementation of regional and, where appropriate, national land and soil resources planning and management programmes and projects;
- lead the preparation of sector studies on land and soil resources assessment to identify policy options and priorities for investment;

CALL FOR PAPERS: Interdisciplinary Ph.D. Workshop in Sustainable Development, Columbia University
Columbia University’s Sustainable Development Doctoral Society announces the first Interdisciplinary Ph.D. Workshop in Sustainable Development (IPWSD), which will be held at Columbia University in New York City from May 6th – 7th, 2011. The IPWSD is a workshop open to graduate students working on or interested in issues relating to sustainable development. It is intended to provide a forum to present and discuss research in an informal setting, as well as to meet and interact with similar researchers from other institutions. In particular, the hope is to facilitate a network among students pursuing in-depth research in one or several disciplines, whether quantitative or qualitative in focus, to generate a larger interdisciplinary discussion concerning sustainable development.
Contributions on a wide range of subjects are encouraged, but particularly in the areas of poverty and development, climate and the environment, agriculture, energy systems, public health, and water resources. The intention is to assemble a group of researchers across a range of disciplines in the social and natural sciences, whose research contributes to a deeper understanding of the interactions between natural and social systems within their particular field(s), but who are capable of discussing this work with a broader audience of peers. It is anticipated that disciplines represented at the workshop will include: economics, earth and environmental sciences, political science, applied engineering, ecology, epidemiology, geography, law, and others. If your research pertains to the field of sustainable development and the linkages between natural and social systems, you are encouraged to apply regardless of disciplinary background.

The Climate Change and African Political Stability (CCAPS) program will offer up to three pre-doctoral fellowships for the 2011-2012 academic year. The CCAPS pre-doctoral fellowship program aims to stimulate the development of the next generation of researchers and thought leaders on the topic of climate change and political stability in Africa.
Pre-doctoral fellowships are available to advanced PhD students, with preference given to those who have made substantial progress towards the completion of their dissertation. Pre-doctoral fellows are expected to work on — and ideally complete — their doctoral dissertations during the fellowship.
CCAPS invites applications from all disciplines, including both the social and natural sciences, as they pertain to relevant topics to the CCAPS program (see Areas of Research below). CCAPS encourages applications from women, minorities, and citizens of all countries.

This three-day bilingual (French/English) symposium is a landmark event focusing on evolving approaches, tools, methods and philosophies addressing the links between increasing climate change and variability in Africa and sustainable development. It will feature keynote speakers from across the continent, and also provide a space for creative new exchanges and collaboration between African research, media, policy, and community practitioners. This is an opportunity to share your knowledge and experience of this important subject and work with others to help make a difference.

EMPLOYMENT: FAO Technical Officer (Water Institutions)
Under the general supervision of the Director, Land and Water Division, and in the framework of the FAO Water Programme, the incumbent will contribute to the development and implementation of FAO’s programme in the field of agricultural water institutions and the related socio-economic context. In particular, will:
- develop information and knowledge products related to agriculture water institutions;
- design and conduct analytical studies on technical and policy issues related to institutions and collective action in agriculture water management;
- prepare technical documentation and papers for discussion and publication in the field of water institutions;
- design and implement programmes and projects; co-ordinate joint activities and participate in task forces; participate in the formulation and appraisal of field projects, of the recruitment and technical supervision of field staff and the provision of technical backstopping;

The International Food Policy Research Institute (IFPRI) seeks a qualified candidate to serve as a Postdoctoral Fellow in the Institute’s Development Strategy and Governance Division. EMPLOYMENT: FAO Senior Fishery Officer (Governance and Management)
The FAO is soliciting applications for 2 Senior Fishery Officer positions. While both based in Rome, one position will focus on the African region while the other will focus on the Latin American and Caribbean region. The incumbents will form part of a team providing integrated advice on fisheries policy, management and governance. In particular, they will:
- analyse, assess and disseminate information and policy advice concerning the social and economic aspects of fisheries, sustainable fisheries management and governance, taking into account international fisheries instruments, standards and principles such as those reflected in the 1995 FAO Code of Conduct for Responsible Fisheries;
- undertake applied research and publish high-quality papers, reports and guidelines concerning the social and economic aspects of fisheries, sustainable fisheries management and good governance;
- advise on the policy and governance aspects of, and facilitate administratively and technically, the development of international fisheries instruments;
- organize administratively and technically, meetings, consultations, workshops and capacity-development activities to promote sustainable fisheries management and good governance and assume responsibility for the preparation of related reports and follow-up;
- prepare administratively and technically, and participate in or lead, FAO missions to assist developing countries strengthen their capacities to enhance fisheries policies, strategies, management and governance within a well-defined sustainable and responsible fisheries framework;
- cooperate technically with international partners including intergovernmental and non-governmental organizations and international financial institutions to deliver coordinated information, sound policy advice and comprehensive strategies to strengthen and harmonize sustainable fisheries management and enhance good governance;
- in collaboration with FAO regional and/or subregional offices, assist developing countries in identifying and accessing international sources of technical and financial assistance to improve governance and fisheries management;
- provide technical guidance and support to FAO staff in regional, subregional and national offices concerning the evaluation, implementation and improvement of fisheries management and governance tools, measures and strategies;
- contribute to the social and economic analysis and assessment of information concerning the status and prospects of world fisheries;
- serve as the Divisional focal point for fisheries matters relating to the African/Latin-American region;

SCHOLARSHIP: Compton Foundation/PRB Fellowship on Population, Environment, and Human Security
Since 2001 the Compton Foundation and the Population Reference Bureau (PRB) have collaborated to increase the capacity of outstanding graduate students from sub-Saharan Africa and Latin America to affect policy and/or improve the effectiveness of population, family planning, and reproductive health programs in the developing world.
In the spirit of this collaboration and to fulfill its objectives, the Compton Foundation is making available Fellowships through PRB for capstone/internship work and dissertation research on topics that examine the interactions linking family planning and reproductive health with environmental/sustainability and/or human security issues. This Fellowship provides highly motivated individuals with a unique opportunity to explore these very important interactions.
Fellowship recipients must also be committed to returning to their country or region of origin to apply the skills and education they acquired and make substantial contributions to the field.
The Compton Fellowship program also aims to maintain a community of Fellows over time that encourages program-based and research-based linkages among these fields.

Fondazione Eni Enrico Mattei (FEEM) is a nonprofit, nonpartisan research institution devoted to the study of sustainable development and global governance. FEEM encourages applications for a research position within the Sustainable Development Research Programme.The successful candidate will join the team that is engaged in developing an integrated approach between economic modelling, water demand, supply and climate issues. Duties will be carried out at the FEEM offices in Venice, Italy. The candidate is expected to have a background in environmental or ecological economics, with at least 2 years of previous research experience in the field of water economics and climate adaptation. Holding a Ph.D. degree or being near its acquisition is a strong asset.

NEWS: Ruth Meinzen-Dick Interview on Land Deals of Wealthy Nations
CAPRi coordinator Ruth Meinzen-Dick was recently interviewed for a Public Radio International piece on “Land deals of wealthy nations”. A sample:
WERMAN: The deals though are often not made on equal terms. So I mean it is hard to mention how these leaders justify I mean the point was made. Forking over there own farmers land to a foreign power.
MEINZEN-DICK: It is very true that there is not an even playing field here and that is a major matter of concern. In many cases, the land that is being given over is seen as unused or it is unowned. That means it is under customary tenure, which means that the state officially holds the rights to it and can claim to reallocate those to foreign investors. Now the problem is that very often farmers, pastoral lists or others are using this land. The other big problem that it is it is not just about land it is about water. In many of these cases if you are irrigating big areas of rice for example that maybe depriving other areas of water supplies.
