EMPLOYMENT: ICRAF Ecologist/Soil Scientist
TheEcologist/Soil Scientist will be responsible for implementing land health surveys and greenhouse gas measurements in land management projects in Africa.The work will also contribute to the new CG Consortium Research Projects, especially CRP5 on Water, Land and Ecosystems, and CRP7 on Climate Change, Agriculture and Food Security. The main role includes the following responsibilities:
- Measuring and monitoring land health (the capacity of land to sustain delivery of essential ecosystem services)
- Lead the implementation of landscape level field measurements of vegetation, soil conditions and greenhouse gas fluxes in land management projects in eastern Africa
- Conduct statistical analysis of lab, field and remote sensing data, including time series gas flux measurements
- Write technical reports and scientific articles on the above

EMPLOYMENT: Research Positions at WorldFish Center
The WorldFish Center, a member of the Consortium on International Agricultural Research (CGIAR), seeks three researchers with interests in climate change impact, and adaptation or mitigation policies and practices applicable to developing countries. The successful applicants will develop and implement work on two major cross-CGIAR research programmes: Climate Change, Agriculture and Food Security (CCAFS) (http://www.ccafs.cgiar.org) and the Aquatic Agricultural Systems (AAS) programme (http://www.worldfishcenter.org/wfcms/HQ/article.aspx?ID=1195). Although WorldFish focuses on fisheries and aquaculture, we work with people whose livelihoods also include crop and livestock agriculture and we take a broad systems approach, in collaboration with other CGIAR centers.
The three positions are:
- Senior/Principal Scientist – Climate Change impact, adaptation and mitigation, based in Penang, Malaysia. The successful candidate will lead the Center’s programme on climate change research and represent us in the CCAFS programme. Successful project and programme leadership experience and a track record of securing research funding is required.
- Postdoctoral fellow: Economics of climate change: with a focus on impact assessment and costs and benefits of adaptation, based in Penang. Applicants should have strong econometric or economic modeling skills.
- Postdoctoral fellow/Scientist: Climate change impacts and adaptation in coastal Bangladesh. This position demands good research design and field-based implementation skills, and is based in Dhaka, with fieldwork in Khulna District, Bangladesh.

Call for papers for a special issue of International Journal of Global Energy Issues (IJGEI).
Recently, carbon markets have been spreading both regionally and internationally. While there is increasing public interest in so-called emissions markets to regulate the environment, there is an even greater need for researchers to analyse the sphere of carbon markets in its globality and to encompass its complexity. This special issue of IJGEI aims at developing various applications incorporating energy- and environmentally-related issues of carbon markets.
We encourage submissions of original theoretical and empirical research papers, meta-analytic reviews, and narrative literature reviews on new developments in the sphere of carbon markets, its relationship to other energy markets and regulations, and the consequent new uses of carbon markets that may be proposed at an international and/or regional scale.
We aim to report the latest advancements in the highly interdisciplinary research and development area of carbon markets, with applications in the fields of economics, econometrics, statistics, finance, engineering, management, geography, environmental policy, climate policy and political science.
In view of this, this issue expects to enhance the state-of-the-art in instrumentation and the political insight required for managing the various problems and challenges in designing efficient and effective carbon market regulation.

ONLINE RESOURCE: Google Earth Engine
Last December at the International Climate Change Conference in Cancun, Google launched a new product called Google Earth Engine.
Google Earth Engine is a new technology platform that puts an unprecedented amount of satellite imagery and data—current and historical—online for the first time. It enables global-scale monitoring and measurement of changes in the earth’s environment. The platform will enable scientists to use our extensive computing infrastructure—the Google “cloud”—to analyze this imagery. Last year, we demonstrated an early prototype. Since then, we have developed the platform, and are excited now to offer scientists around the world access to Earth Engine to implement their applications.
Why is this important? The images of our planet from space contain a wealth of information, ready to be extracted and applied to many societal challenges. Scientific analysis can transform these images from a mere set of pixels into useful information—such as the locations and extent of global forests, detecting how our forests are changing over time, directing resources for disaster response or water resource mapping.

CALL FOR PROPOSALS: DFID-ESRC Growth Programme
The Department for International Development (DFID) and the Economic and Social Research Council (ESRC) are partnering in a new programme on economic growth in developing countries. The DFID/ESRC Growth Programme will fund world class scientific research on issues relating to inclusive economic growth in Low Income Countries (LICs), with high potential for impact on policy and practice.
There will be three themes under the call. Applications which are not deemed to address these themes sufficiently will be rejected as ineligible. The themes are:
- Theme 1: Agriculture and Growth:
This theme will focus on developing understanding of the relationship between agricultural development and broader economic growth, and on the impact of policies on agricultural productivity. - Theme 2: Financial Sector Development and Growth:
This theme will focus on macro issues in finance in LICs, including regulation and supervision of financial markets, the structure of the sector, and management of capital inflows. - Theme 3: Innovation, Diffusion and Economic Growth: Raising Productivity in Low Income Countries This theme will investigate issues around innovation, the spread of know-how, and the process of adapting know-how to meet local conditions in LICs.

CSDi is announcing the May launch of a diploma program of online field courses integrating community-based adaptation to climate change, disaster risk reduction, and rural development.
These courses begin by introducing basic climate change concepts, participatory disaster preparedness, and mainstreaming them with rural development—and develop as participants identify local community vulnerabilities, identify risks and hazards, investigate appropriate solutions, design participatory M&E plans, develop full projects, launch and manage them.

ONLINE DISCUSSION: Linking Gender, Poverty, and Environment
The Independent Evaluation Group (IEG) would like to invite you to participate in an online discussion titled Linking Gender, Poverty, and Environment to Promote Sustainable Development, that will run from May 2 through June 14, 2011. The discussion will be held in three phases and each phase will focus on a particular topic outlined below.
Phase I. Understanding the Dynamics of the Gender-Poverty-Environment Links: will establish a common frame of reference for discussing gender-poverty –environment links.
Phase II. Promoting a Positive Spiral: will examine potential applications of the study findings and online discussion insights to address issues emerging from consultations for the forthcoming World Bank Environment Strategy.
Phase III. Developing Tools for Positive Gender Equality-Poverty Reduction-Environment Sustainability Links: will critique and enhance draft tools to guide decision-makers in sustainable development sectors.

SCHOLARSHIP: Forestry Scholarship at Bangor University
Ten fully-funded scholarship grants are available for an MSc in Forestry by distance learning. The scholarships are worth £12,000 to cover tuition fees plus a £2,000 bursary to enable scholars to attend a study tour which will be held overseas in July/August. The scholarships are currently only available for entrants in September 2011. CALL FOR PAPERS: LACEA and LAMES meetings in Santiago, Chile
The 2011 Latin American and Caribbean Economic Association (LACEA) and Latin American Meeting of the Econometric Society (LAMES) meetings will take place in Santiago, Chile, from November 10th to12th, 2011. The Meetings will be hosted by Universidad Adolfo Ibáñez. The Annual Meetings of these two academic associations will run simultaneously, under a single local organization. By registering to LACEA-LAMES 2011, participants will be welcomed to attend all sessions of both meetings. The deadline for submissions is June 1st, 2011. Authors can submit one paper to each meeting, but the same paper cannot be submitted to both meetings. Authors submitting papers must be members of the respective association at the time of submission.

PUBLICATION: Commercial Biofuel Land Deals & Environment and Social Impact Assessments in Africa
A new working paper by The Land Deal Politics Initiative (LDPI) and The Institute for Poverty, Land and Agrarian Studies (PLAAS).
This paper examines three case studies of proposed biofuel developments in Mozambique and Sierra Leone in terms of their social displacement impacts and the extent to which such impacts can be avoided or minimised. The case studies show that even in areas with low population densities and settlements concentrated in villages where it is easier to minimise displacement impacts, livelihood displacement impacts still cannot be entirely avoided due to communal and scattered land use in most rural areas. Environmental and Social Impact Assessment (ESIA) processes have changed the location, size and boundaries of developments to reduce displacement impacts, but more mitigation measures — such as outgrower schemes and land dedicated to food production — can provide further livelihood restitution and avoid food security impacts. The three biofuel ventures also highlight the influence of tenure security for local land right holders in determining the nature of the land deals and the consultation processes: cases where land leases are made with central government seem to provide fewer incentives for developers to negotiate directly with local communities and provide them with lower levels of compensation.
SCHOLARSHIP: Participatory Rangeland Management Analysis (DITSL)
The German Institute for Tropical and Subtropical Agriculture (DITSL) is looking for a highly motivated young scientist to conduct a PhD study in the frame of the collaborative research project “Livelihood diversifying potential of livestock based carbon sequestration options in pastoral and agro-pastoral systems in Africa” led by the International Livestock Research Institute (IRLI) and funded by the German Federal Ministry for Economic Cooperation and Development (BMZ).
Within this collaborative project, DITSL leads the participatory rangeland management component of the project in Ethiopia, and will specifically focus on the participatory assessment of livestock based options for managing carbon fluxes by pastoralists. This entails participatory rangeland mapping, GPS tracking of herds and analysis of pastoral grazing management. Participatory rangeland use scenario analysis will be used to facilitate pastoralists’ assessment of options to manage carbon fluxes within the landscape. The empirical work will take place in southern Ethiopia. The PhD candidate will work closely together with other PhD students from the University of Hohenheim (below ground biomass and carbon fluxes) and Hawassa University (above ground biomass and carbon stocks).

Depending on the profile of the successful candidate this position will contribute to (i) developing scenarios for how landscapes might evolve and the implications for water productivity, ecosystem health and livelihoods (ii) analyzing performance and impact of local learning networks and/or (iii) assess the livelihood and poverty impacts of widespread adoption of different rainwater management strategies to support design of positive strategies. The research will be cross disciplinary involving aspects of livestock production, agronomy, soil science, water management and livelihoods analysis. The research will involve close collaboration with the International Water Management Institute.

HarvestPlus, a challenge program of the Consultative Group on International Agricultural Research (CGIAR), is co-convened by the International Food Policy Research Institute (IFPRI) and the International Center for Tropical Agriculture (CIAT). It is an international, multi-disciplinary alliance, which seeks to breed and disseminate staple food crops rich in micronutrients as a promising means to reduce micronutrient malnutrition in developing countries. Current target micronutrient, crop and country combinations are: high-iron bean in Rwanda, high-iron pearl millet in India, high-provitamin A cassava in Nigeria and high-provitamin A maize in Zambia.

NEPAD, in collaboration with its partners, is organizing an International Student Conference on Climate Change and Indigenous Knowledge Systems to be held in Johannesburg, 15 -17 August 2011.
The objectives of the conference are:
- To create an international platform for students and youth to exchange ideas and experiences in the field of climate change research and the role of indigenous knowledge systems in climate change adaptation and mitigation;
- To facilitate the building of a sustainable Young African Scientists Network on Climate Change research initiative;
- To inform the formulation of the African Young Scientists Initiative on Climate Change (AYSICC) based on indigenous knowledge systems.
The conference themes are:
- 1 The Role of Indigenous Knowledge Systems in Climate Change Adaptation and Mitigation;
- 2 Climate change and vulnerable groups (women, children, disabled, etc,);
- 3 Climate change, food security and health;
- 4 Climate change, Migration and social conflicts;
- 5 Climate change, land, water and other natural resources management;

The conference provides students and youth with the opportunity to present their research papers at an international level.

TRAINING: Workshop on Participatory Impact Monitoring
The workshop introduces participatory impact monitoring (PIM) in general terms and shares the procedure to start PIM from the very beginning (its concept and guidelines). The project cycle and impact chains will be reviewed to have a common understanding by all participants for practical exercises during the workshop.
The workshop will also share already field tested impact indicators and tools from self help groups and watershed development projects which could be useful for practitioners (experiences from the field).
All sub group works will be carried out with concrete examples (case studies) and the practical exercises are in line with the general concept of PIM.
The workshop will take place at the Karl Kübel Institute for Development Education, Coimbatore, India (www.kkid.org) from June, 28th to 30th 2011.
